Notice of Requirements for China-bound Passengers to Obtain COVID-19 Negative Certificates of Both Nucleic Acid and Antibody Blood Tests Before Boarding (Updated on 27 November 2020)

Important updates including:

I. The IgM antibody test must be performed using serum of venous blood samples. Other testing methods such as finger-prick blood sampling shall not be accepted by the Chinese Embassy/Consulates in South Africa.

II. Applications by the passengers flying from South Africa to China via connection flights in other countries or regions shall not be approved by the the Chinese Embassy/Consulates in South Africa.

In order to contain cross-border transmission of COVID-19 and protect the heath of passengers, as from 5th November 2020, all Chinese and foreign passengers who are to fly from South Africa (or Eswatini) to China are required to take both nucleic acid and IgM antibody tests for COVID-19 and then apply for a Green Health Code (for Chinese citizens only) with the "HS" mark or Green Code of Health Declaration Form (for foreign citizens only) with "HDC" mark before boarding flights. The specific requirements are as follows:

I. Test Requirements

(i) The nucleic acid testing must use samples collected from respiratory system, and its result report always shows PCR or RT-PCR.

The IgM antibody test must be performed using serum of venous blood samples. Other testing methods such as finger-prick blood sampling shall not be accepted by the Chinese Embassy/Consulates in South Africa.

(ii) Passengers flying straight from South Africa to China must take nucleic acid and IgM antibody tests within 48 hours before boarding flights. They must take the tests at testing facilities designated by the Chinese Embassy/Consulates in South Africa and then apply at the Chinese Embassy/Consulates for a Green Health Code with the "HS" mark or Green Code of Health Declaration Form with "HDC" mark with negative certificates of both tests. Pleas note that both Codes have a certain validity period that starts from the earlier collection date of samples, instead of report date.

(iii) Passengers flying from Eswatini to China via connecting flights in other countries or regions must take nucleic acid and IgM antibody tests in Eswatini within 48 hours before boarding flights to the transit countries or regions and then take both tests again in the transit countries or regions within 48 hours before boarding the flights to China. Passengers must apply at the Chinese embassies/consulates in both countries for a Green Health Code with the "HS" mark or Green Code of Health Declaration Form with "HDC" mark with negative certificates of both tests.

II. Application Procedure

(i) How to Apply for a Green Health Code (For Chinese Citizens Only)

Chinese citizens should upload photos of their COVID-19 negative certificates of both nucleic acid and IgM antibody tests, passports and itineraries to the WeChat mini program COVID-19 Prevention Health Code International Version ASAP after obtaining both said test reports.

(ii) How to Apply for a Green Code of Health Declaration Form (For Foreign Citizens Only)

Foreign passengers should log in the application program by visiting https://hrhk.cs.mfa.gov.cn/H5/ or scan the following QR code, and upload photos of their COVID-19 negative certificates of both nucleic acid and IgM antibody tests, passports and itineraries to the program after obtaining both said test reports.

(iii) Passengers upon approval by the Chinese Embassy or Consulate will obtain a Green Health Code with an "HS" mark or Green Code of Health Declaration Form with "HDC" mark for a certain validity period. All passengers are required to travel within the validity period, and cooperate with airlines for codes checking. Hard copies of COVID-19 negative certificates are strongly recommended to be kept on hand for further checking.

(iv) Passengers are requested to remind the testing facilities to send both said test reports to Chinese Embassy or Consulates according to the consular districts where they are domiciled:

1. Consular district of Chinese Embassy includes Pretoria, Mpumalanga, Limpopo and North West provinces, and Eswatini.

IV. Important Reminders

(i) Applications by the passengers flying from South Africa to China via connection flights in other countries or regions shall not be approved by the the Chinese Embassy/Consulates in South Africa. Those who fail to get Green Health Codes with an "HS" mark or Green Codes of Health Declaration Form with "HDC" mark before journey, will be denied boarding the relevant flights and have to change their itineraries.

(ii) As for the validity period of both Codes, they shall be valid through the third day from the collection date of sample. For example, the passenger will fly to China on 10 December 2020, so he/she can get tested at any time during 8th to 10th December 2020. Considering that the turnaround time, all passengers are expected to make applications for said Codes immediately when obtaining both tests results.

(iii) Because of still-limited testing capacity at transit areas of international airports in South Africa, at present China-bound passengers cannot take both nucleic acid and IgM antibody tests at transit areas of airports in South Africa, so they shall not be allowed to board connection flights to China.
