Chinese Ambassador Chen Xiaodong Addressed the Completion Ceremony of the China-South Africa Training Workshop on Governance

On March 31, the National School of Government of South Africa and the China-Africa Institute co-hosted an online completion ceremony for four sessions of training workshop on governance and other topics. The ceremony was attended and addressed by Mchunu, Minister of Public Service and Administration of South Africa, Chen Xiaodong, Chinese Ambassador to South Africa, Wang Xiaoming, Vice President of the China-Africa Institute, and presided over by Ngcaweni, President of the National School of Government of South Africa.

Ambassador Chen first extended warm congratulations to nearly 200 students from South Africa who were going to complete their studies and thanked the National School of Government of South Africa, the China-Africa Institute, and experts from both China and South Africa for their meticulous arrangements and hard work. As emphasized by Ambassador Chen, in 2020 imprinted by the raging COVID-19 pandemic, the two institutions joined forces and overcame difficulties to hold four sessions of the online training workshop, delivering in-depth communication on essential topics such as governance and administration of state affairs, economic governance, and poverty alleviation, which not only reflected the high degree of political and strategic mutual trust between China and South Africa but also added new contents into the comprehensive strategic partnership between the two countries.

Ambassador Chen said that China is currently in the period in which the timeframes of the “Two Centenary Goals” converge. China has explored some successful practices suited for its own national conditions in state governance, economic development, and poverty alleviation, which has provided important references for developing countries, including South Africa, to explore a development path that suits their own needs. First, dedicated to modernizing the state governance system and governance capacity, China has developed and steadfastly implemented science-based development strategies and continued to translate institutional advantages into state governance efficiency. Second, adhering to a vision of people-centered development, China has worked a miracle in reducing and eliminating poverty and achieved the UN 2030 Agenda for Sustainable Development ten years ahead of schedule, making significant contributions to global poverty reduction and development. Third, attaching great importance to the training and selection of leaders and cadres, China has established a whole set of well-developed systems that allow good cadres with political integrity and professional competence to stand out from grass-roots training and take up leadership positions.

Ambassador Chen said that China and South Africa are good friends, good partners, and good brothers. The two sides have been learning from and supporting each other in the journey of national development. This year marks the 100th anniversary of the founding of the Communist Party of China (CPC) and the first year of China’s 14th Five-Year Plan. China is ready to enhance the complementarity of development strategies with South Africa, expand contacts at the government and party levels, and improve bilateral capacity for governance through mutual learning. China will continue to provide South Africa with anti-epidemic supplies, share its anti-epidemic experience and provide Chinese vaccines. China will further deepen practical cooperation with South Africa in production capacity, infrastructure construction, human resources development, digital economy, high and new technology, clean and renewable energy, trade and investment, and strengthen cultural exchanges and cooperation to foster closer people-to-people ties and carry forward the friendship between China and South Africa.

Finally, Ambassador Chen expressed his hope that the students of the training workshop could apply what they have learned to the real world and become envoys of China-South Africa friendship so as to better serve the economic and social development of South Africa and make positive contributions to the development of bilateral relations.

Minister Mchunu said that China has accumulated rich experience in state governance and economic and social development, which is of great significance to South Africa’s development. South Africa is ready to deepen comprehensive strategic partnership with China, strengthen exchanges and cooperation under multilateral frameworks such as the United Nations and the BRICS, actively explore new approaches to social governance to improve governance and promote development.

The training workshop was carried out through four sessions, each lasting for two weeks, attracting nearly 200 students, all of whom were senior officials, department heads, and senior advisors to the national and local governments in South Africa.
